The United Nations World Food Programme is hiring Programme Policy agent (M&E), for Maputo.

Purpose


The WFP's CSP 2022-2026 has been defined to support the Government of Mozambique on its fight towards poverty and hunger eradication.
This four-year plan which is aligned with national and UN priorities (e.g., SDG2), aims to revert the current trends on deteriorating food security caused by a complex set of environmental (including climate), social, economic, and political factors, by applying appropriate and risk-informed resilience approaches.
Within the WFP Mozambique Country Strategic Plan (2022-2026), Strategic Outcome 3 "Vulnerable and shock-affected communities, households, women and young people in targeted areas have more equitable, resilient, sustainable and climate-smart livelihoods through enhanced adaptive and productive capacities that enable them to meet their food and nutrition needs by 2030" is expected to be achieved through an integrated package of climate risk management, livelihood support, adaptive agriculture and smallholder agricultural market support interventions that strengthen the resilience of households, communities and food systems to climate shocks and stressors and ensure sustainable access to earnings opportunities and adequate and nutritious food for poor and marginalized people and communities.

Responsibilities


Under the overall guidance of the Head of Programme and the direct supervision of the 2G CSP SO-Activity 3 Manager, the incumbent will undertake the following tasks:
   » Manage M&E systems for all SO3 initiatives, in close cooperation with RAM Unit, with the greatest emphasis to be given to the coordination of M&E systems for the MCF-funded project;
   » Coordinate outcome monitoring assessments, needs assessments, ad-hoc data collection, etc. for SO3;
   » Prepare regular monitoring and evaluation reports for SO3 initiatives;
   » Contribute to evidence-located decision-making on programme design and implementation;
   » Coordinate operational research related to SO3 actions;
   » Develop innovative, user-friendly, and informative products;
   » supervise and coordination dashboard updates;
   » Support the Activity Manager, to make sure that the M&E recommendations are implemented;
   » Provide inputs to line manager regarding the development of Government and Inter-agency monitoring, reporting and evaluation frameworks, including the UNSDCF;
   » Support line manager in ensuring monitoring systems and tools are in place and compliant with corporate standards including minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the corporate results framework (CRF);
   » Ensure consistent integration protection and gender perspectives in all areas of SO3 work;
   » Perform other tasks as required.

Requirements


   » Advanced University/Masters degree in in social sciences, Economics, Statistics, business management, Monitoring and Evaluation or another significant field;
   » Minumum of Five years of practice in Statistics, business management, Monitoring & Evaluation national/international humanitarian development or related field;
   » Three years of postgraduation professional practice in Monitoring & Evaluation national/international humanitarian development;
   » practice using a variety of quantitative and qualitative analytical tools and methods;
   » Fluency (level C) in bothEnglish and Portuguese Language;
   » Excellent inter-personal, communication and facilitation expertise;
   » capability to work independently in a timely and organised manner;
   » capability to develop and maintain networks with a variety of stakeholders;
   » Flexibility and adaptcapability to shifting goal posts and evolving client needs;
   » Analytical and problem-solving expertise;
   » availability to explore and experiment with new ideas and approaches in own work;
   » significant professional working practice at the national and international level on Monitoring and Evaluation;
   » Excellent communication, coordination, and facilitations expertise;
   » Strong analytical and report writing expertise.
